Reflections: 20150312, Thursday

Nakakalito ang panahon, mga kapatid. Muddy water... How long is it going to last? We have to wait till things settle down... ganun talaga ang tubig.

What is driving the confusion? I think it's politics. Saludo ako kay Walden Bello. I lean toward the right pero when it comes to principle - everybody should be drawn toward the center. It is politically gutsy what he did. He stood on principle, acted his convictions and resigned from his party. Bakit? Kasi nakakainis na talaga yung nangyayari sa taas.

All this blaming is weak. President Ramos was right when he said that the President is not being very Presidential right now. If insiders, our own citizens, can recognize it, what of outsiders. Both our friends and those who we have not yet won over to be our friends must be of their own opinions on the matter of Mamasapano, the Peace process, and the BBL. But as for me, what is of central importance right now is for this Republic to sort itself out. Muddy water must be made clear again. Ganun talaga ang buhay na tubig. Clarity. Truth (with love as the highest truth). Everything else will follow.

Think about PNoy's advisers and appointees. What the hell have they been up to. My attitude is they should at least consider the dignity of the Office of the President. Even when they should disagree with the prevailing politics of the person of the President, I think they must always be mindful of the prevailing reality of that intangible truth upon which he, the person of the President, as well as they, his political appointees, stand upon - in the seals, symbols and titles of our Republic.

Because these are the things that will outlast them. The Office will outlast the person of the President and the Office of the President shall outlast his or her appointees too. These seals, symbols and titles will outlast because they were meant to outlast. For the truths that live within them are as vessels that contain and serve to bear forward in spirit that sense of continuity (1) for our Country in ourselves, and (2) of our Country in time. Certainly, these truths will outlast the politics of any present time and deserve to retain their own honors distinct from their successors through a lineage that is intact.

I think about PNoy himself. I do not think it wise for him to resign. I do not think it wise for him to persist in absolving himself either. Sabi nga nila e. The buck stops there. If not accountability, take responsibility to ensure accountability, Mr President. The guilt you will bear if you were not to blame in any of this is not because something was done but because nothing was done. Or because something was done after the fact that falls short of what must be done. Do I still believe in our President? Yes I think so. Pero please sir, assure your people.

Also, why does it feel like there are too many secrets here. Cover up nga daw. Pero secrecy daw is not deceptive. It should not be. Because secrets serve the truth and the truth serves the people. The State is never served by believing in a lie: Kaya umamin siguro si Washington dun sa Cherry Tree. Sino ang pinagtatakluban kung meron. At nino? At bakit? Our striving for truth must always be mindful to preserve honor but not hide incompetence. US involvement? Side issue lang yan. Intelligence cooperation is essential in operations in the nature of Oplan Exodus. Lalo na at ang NICA natin ay hindi pa up to par. Hindi pa front-line agency.

Isa pa. Gripes go up not down. Kaya siguro nasasaktan si Napenas kasi sabihin na natin na may lapses siya. Perhaps, he expected some amount of amor propio to survive in the bearing of the burden of the Fallen 44. And I do not think it was unrealistic of him to expect it.

I have a term: Conservation of Citizenship. I think we all know this concept by heart but have not given it a name. We all want second and third and fourth chances at happiness. In fact, I believe in a Country where these chances are unlimited for those of us who honestly and humanly work at being happy.

Public servants who serve at the Nation's behest up and down our Republic do the vital job of facilitating the awakening of these dreams of personal happiness within our larger awakening Dream of Country (or what I call "Republic Vision"). When these individual dreams awaken, they become real ha... Hindi po tayo parang tulog na nananaginip lang ha. The Republic Vision is a waking dream... it is like something in the horizon we have to return to, something real. Something awesome. We do not fall asleep into this Dream, we live in it. And because we do, most of us implicitly understand we can not fully "be" all of this while war is in our midst. That a house divided will not long endure.

Our dreams are reflections of each other. They only become real because they are reflections of each other. The larger Dream of Country is a fabric of a forever woven from all of these awakened dreams. In a real sense, we owe each other something because of each other's dreaming. Consider along the line of this thought, the water we drink, how we should be thankful. We should recognize in this, our "intrinsic value". Nationhood teaches us to accept, appreciate and to ultimately love the human being because he or she is a human being. Hindi dahil ang taong ito ay may silbi (dahil nga tayong lahat dito sa ating bansa ay may kanya-kanyang silbi) kundi dahil ang tao ay tao. Love the player. Change with the game. 

Not one of us expects their virtue and their worth in this Republic of ours to be wiped out by a single mistake. For as long as these mistake are human, they should stand the scrutiny of our civics. Ewan ko lang kung pinulitika na ha. Politics nga exist at the level of the State and is wholly subsumed by it. It is however, always underpinned by the spirit and strength of our civics.

Human morality, our right remembrances, and the fruits of a good religion in turn inform, empower, and enlighten our civics. Kaya nga I believe a good religion should speak to us as a human nation not so much through our politics but through the art of our citizenship and help us - teach us - to build a culture of light and a dominion of life.

Since a lot of us talk at the same time in the National Conversation and policy being an expression of the present will and vision of the Chief Executive of the Filipino State. Magulo talaga ang pulitika, pero lagi dapat maka-bansa't - makatotohanan at makatao. Politics exist to make things clear. Pero nga bad politicians use politics to muddy up the water. Wala namang bad politics. Bad policy oo kasi nga there are bad politicians - by calling talaga or by accident lamang. Pero ang pang balance po natin dito ay ang ating free expression. Kaya importante ang Free Press. Kaya madalas ako kay Ted Failon sa umaga. At hindi lamang dahil nandun si Tina Marasigan sa medyo huli... yung cat.

Kaya nga bilib din ako sa speech ni Senator Alan Cayetano, I disagree with the good Senator from Taguig at times. Katulad nung pagkukuwestyon niya kina Iqbal at sa pagdidiin niya kay Sec Deles at Ferrer. Masyadong PG kung baga. Alam mo yun? I think Sec Deles and Ferrer must work with the tools they are given. If they were negotiating from a position of weakness - which was my significant take away from the Senator's well-prepared privilege speech - we should be more diligent in going over the BBL. Because the BBL is the present sum of the whole peace process as far as the GPH-MILF track is concerned. Thank you, Senator Cayetano, for your inspired efforts.

Let me say that I make my peace right now with the common people. Walang kwestyon that there is civic peace in the Philippines. Citizenship is not so well defined in the Constitution. Only its legal parameters are mentioned there. Pero we have a deep tradition of citizenship. Malalim ang balon at marami ito laging imbak na tubig na malinaw at presko. I have attempted in this blog to define and to clarify some of its principles and characteristics. Dahil sa tingin ko importante.

Many of us are asking "who or what is a Filipino?" And many of us do not find readily available answers. Tama ang tanong. Pero dati rati kasi walang masyadong nagtatanong kaya ang diwa na nangdadala nang liwanag sa mga katotohanang pinagsasalukan natin nang mga sagot tungkol sa sino tayo ay hindi ganung kalakasan pa para maramdaman nang marami. Para itong hangin, pag pakonti-konti lang ay konti lang din ang makakapanisin nito pero pag dumami na at lumakas, may makakadedma pa ba dito? E ang dami na ngayong nagtatanong... e signal number 3 na.

Let me just say, to find out who a Filipino is, one has to make peace with the Nationhood that is ours. The answer to this question of who we are is not something we should just hear from other people. Citizenship is never an opinion. It is a conviction. It is something we must live by. Something we must realize by the power of its own truth. Hindi sa salita lamang ang sagot kundi sa katotohanan. And so I have found that my peace is fullest when it resides with the Nation, with the common people. Our Nation - Under God. And our people - With Him. We, as an integral part of one Family of Nations. For as long as you and me remain human beings with common human needs, we belong. So peace be unto us, in the service of our common humanity.

Iba itong kapayapaan na ito sa BBL. Let me just make that clear. But the BBL if it serves to facilitate the national peace, is essential. Pero kung power play lang ito and it fosters a sense of exceptionalism in just a single community among our national communities, it is not democractic. And will remain so until the means are made equal: Uncommon Exceptions. We owe it to our fellow Muslim Filipino brothers and sisters to help them craft a peace that is meaningful and lasts and this peace is only this when it is a peace that is compatible with the Peace which is for all Filipinos for all time. Hindi lang Constitution natin ang basihan. Dahil ang Constitution natin ay may basihan din. Kapag umuwi tayo lahat dun sa basihan na iyon. Ito yon.

The National Peace is like the Dream, made up of the peace of many living communities within our Nationhood. I've written before that to salute the life of any individual with peace, one has to implicitly salute also the life of that individual's community with the same peace. Because the dignity of a human person and the dignity of a human community are goods reciprocal. One arrives in peace, one leaves in the spirit of that same peace. Damage one and you damage the other. Deny one and you deny the other. To love one, therefore, you must also know to love the other. Dahil tayo'y Bansa. Lupang Hinirang. Land of Promise. Brothers and Sisters of the Promise.

Citizens must recognize: Salok sa tubig ng langit ang diwa at buhay ng ating pagka-bansa dito sa lupa. Tubig na dati'y dito sa lupa ay delubyong pumatay at sumira, sa ati'y nitong naging sanhi ng isang samahang bayang payapa. We can not build up the living earth without these water ties. For these are the ties that bind us into the freedom of one human nation, one among a family of nations. Blood ties strengthen our families and form the foundation of our communities but only our water ties (spiritual) make us into citizens. Water is ancient.

Ako po ay para sa kapayapaan kaya po ang tingin ko importanteng busisiin ang BBL at ipasa ito dahil sa kapayapaang naririto na... na layunin nitong palawigin. Ito po ay akin lamang: Peace for me does not depend on the BBL, rather it is the opposite. The BBL for me depends on our peace. On how well it has considered it and on how well its vision (as the BPE) aligns with it. Kaya nga when Senator Cayetano brought up his points during his speech and then he asked the question whether we were negotiating from a position of weakness, it made me think. Peace is always through strength. Not of arms, but of truth. Strength of spirit. Filipino spirit. Ito ang pinanggagalingan nang ating kasarinlan. And so, we can never lose our sovereignty by accident, only by ignorance.

So the talk as regards the BBL is not the humanity of our fellow Filipino Muslims brother and sisters, they are like us, human beings with human needs. And it is certainly not their religion we are talking about, they are like us human beings with human needs i.e. Meaningful Existence. In these, both our peace and our freedoms as a nation are already established truths. It is the politics of it. Important but distinct. And I think it is important that we make the distinction. Para medyo luminaw ang tubig. Kasi marami ang nagsasabi na ituloy ang usapang pang-kapayapaan pero pag dating sa BBL, ayan na po... dito tayo uli sa pulitika nito nagkakasanga-sanga. Ganun talaga dapat. Kaya nga ito pinag-uusapan - sa Bansa at nang Estado.

Kaya hindi nakakatulong ang malito. Iisa lamang po ang Republika nating Katigan. Kaya kahit na sadya nga pong nakakalito ang panahon ngayon. This too will pass. Because if we should stay true, it will. My hope is this: After the storm, we will have a deeper appreciation of the calm. Meaning a deeper sense of who we are. And when I say we, I mean lahat po tayo. Lahat.

Kasi kung ibabato pa po natin ang tuon natin sa mas malayo pa sa Bayan nating sinilangan... e di ba parang mas magulo? Kasi nga po magulo talaga. Kaya huwag na muna. Magulo po kasi ang mundo ngayon. Bakit kaya? Diyos lamang po ang nakakaalam nang Kanyang layunin para sa sansinukob.

Just the same, it is really up to us to take away from all these troubles what is ours to take away. And we will never know what ours is until we have a deeper appreciation of the community - the common human unity - we call the nation in ourselves. 'Yang Inang Kanlungang na ang tawag po nating nakasanayan ay Pilipinas na ang tunay pong pangalan ay sarili - na ang bigkas po sa ating langit ay katotohanan - na ang katotohanan po sa lupa nati'y kapayapaan.

Pasensya na po kung medyo napakahaba at medyo nakakalito ang mga saloobin ko na ito. Pero para po sa akin - iyan po tayo. At nandito pa rin po tayo kaya mabuhay po tayong lahat!

The Global Peace Index 2014


My fellow Filipinos, brothers and sisters of the Promise, our Philippines recently placed below the first fifty nations in the recent Global Peace Index. We ought to aim to be with the first fifty.

From 2014 forward, we shall endeavor in this blog to follow and analyze our yearly ranking on this Index.

This year we are at 134 out of 162.

Peace moves along a much broader front than the peace processes this Republic of ours has collectively and formally determined to bring to fore in the life of our nation.

Peace insofar as the Global Index is concerned holds to a larger view.

That's perfectly fine. 

We must not take it in from its own vantage though. Lest we feel lost and overwhelmed by the height. Our peace processes on the ground provides us with somewhere to begin.

This is why we are aiming modestly.

Our peace processes are a litmus test of our greater capacity to unify the soul and spirit of our people. Its equitable and decisive conclusions and their effects are presupposed to further incline a greater part of ourselves to a much larger work very much close at hand - that of building up our one Republic from emerging to developing to developed.

From here on, I am convinced we shall begin to see much more significant improvements on our Peace Index ranking that will allow us to dream (not fantasize) to belong with the first 20 nations on the Index.

It is not impossible for us to improve. As a matter of fact, we should have every reason to believe we can.

We are a nation after all, our State is well expressed in spirit if not yet in form, and our Republic is born from well-proven seeds, still quite young and perhaps not yet so well grounded in the soul and soil of our people. Indeed we have much to do and over time and I know we can do this...

Prosper in our peace.

First of all, to preclude all the unfolding political drama from becoming a running saga in ourselves, we shall re-visit the art of Civics. That we may together endeavor to know what is right in politics.

I will be posting my thoughts about this soon that I may share them with you.

Some Thoughts on the Bangsamoro



The Bangsamoro is a National Initiative: It is therefore, the concern of all Filipino citizens. It is an effort to evolve the ARMM and learn from its lessons - and make it work.

Mindanao is endowed with much abundance. But it is run like a frontier - 'tis a place ever awash in a sea of uncertainty, its communities trapped between the ebbing and flowing tides of random sky and restless earth - never seeming to be able to change to master change.

But the Island of Mindanao does not constitute our Southernmost frontier, in fact, it is a center of gravity of our Republic - it owns one of the three Foundation Stars that form our National sufficiency.

What is it that make us sufficient as a Nation?

Our Republic is not random nor blind. Neither is the Peace that it promises empty.

Our Republic is a shelter of Peace. Its labor with ours, as a Nation across our generations, is to constantly ensure that the sovereign will of our people rise above random sky and conquer restless earth.

To be sufficient as a sovereign and free people is to be capable of sustaining this Peace. Not as a product of  strings of random events, the whim of tyrants, or an obscure fate but as the sum of our free and independent choices.

Indeed, this ability to ponder "what we are" (being) and "who we are" (becoming) came at a high cost in personal sacrifice and heroic dedication. Let us always remember - to Remember them - and seek to know them by their names.

We have suffered too much indeed in our struggle for self-determination to abandon our common destiny. The Bangsamoro is a result of this realization. It is a deliberate National effort to re-establish a meaningful, durable Peace in Mindanao.

AND is one of the many processes now taking place - in our hearts and minds - to take back from the brink - the soul of our Country and the spirit of our Republic center. It is a process that along with (1) the National Rebuild in the Visayas, (2) the difficult fight against Corruption in Luzon, (3) the labor to balance the ecological promise of Palawan with our Energy needs and stabilize our western frontier constitute the four main areas - under the Eternal vigilance of Almighty God - wherein this Peace is likewise being advanced - on a broad front - all across our Nation.

PEACE which is not an absence of conflict but a return to the Memory - of what we are - and - of who we are - that we are a "we" and that as a "we", we have belonged forever. Peace which overturns War - that the life of our people may find rest - and the enemies of our Peace find only restlessness. Peace which is the truth of something real to love, something real to defend with a zeal that can never be lost or misplaced.

For we can no longer allow ourselves to be divided by the idols of chance or the gods of ignorance. For this Nation answers to God alone and this House (Republic) serves the LORD, the one Sovereign of all Nations, above and beyond all things, seen and unseen.

The one constant that may be presumed from the nature of frontier areas are that they are always peripheral to the politics of the central government - this to our Republic represents a problem of perspective. In the political arena, this tragically mistaken sense have denied from many of our common generations, the abundance of Mindanao, spawning policies and laws self-prejudicial to the well-being of our Republic and detrimental to the common weal of our being as a National whole - past, present, and forever.

This near-sighted politics of the frontier exists as a constant challenge to competent Ambassadorship - for what is peripheral to the National consciousness and what is central to the International consciousness are almost always in need of political synchronicity as well as human reciprocity - and so as a rule, good Ambassadors are always good managers of frontier politics - from the center - transforming them in accordance with specific foreign policy goals and specified state interests.

And most certainly, Mindanao does not require an Ambassador from Luzon. What we need to do is to draw Mindanao into the Republic center - where the Island, its peoples, and its star rightfully belongs - equally - with Luzon and the Visayas. We can not do this without winning the Peace in Mindanao for we can not win back to our Republic center that vital Foundation Star by remaining with the rule of War.

As a direct result of a misguided perspective, the Island is trapped in poverty. Its people never knowing the enabling peace of our Republic sky and the life of its communities never knowing the empowering Good will of our Nationhood.

Poverty is the lot of Man and the labor of the Nations is to overcome it. We are here to work to be happy and be free to be wealthy. Simply put, the labor of our coming together as a Nation upon this world is to become rich - both - in the more lasting spiritual as well as in the more immediate material (or temporal) sense.

Our Republic exists not only to establish Peace, but to overcome poverty. But not artificial poverty. For we can not become fully established - as a Nation - in the sovereign labor of obtaining from Heaven - in behalf of the Earth, our legacy of Justice and the heritage of our National Wealth - without Peace among ourselves.

Coincidentally, the former secessionist spirit of both the MNLF and the MILF were fed by this problem of perspective. Because this problem - compounded by increasingly provincial politics - espoused a sense of inequality that is uncomfortable in a Republic.

It is uncomfortable because we were already established as a Nation before God. Else, we would feel no compunction. It is uncomfortable to us as a Nation because it is unjust before God and inhuman before the Memory of our people.

It is uncomfortable to the point of bitterness and the shedding of so much blood and tears. Both factions have heretofore, according to all our understanding - repudiated this separatist mission. Because now we are pursuing a common mission of Peace - together this time - in the Bangsamoro vision.

The fact that there are deep and ancient divisions between the two great Abrahamic religions of Christianity and Islam that together shape the living culture of our Republic - in the past - often did nothing to heal all those simmering political rifts, many a time adding only to the heat of those many fires that in the darkness consume instead of shedding more of the light that in the darkness leads out into the Truth. And so we have fought among ourselves to dismiss and disown the Truth for so long...

Until this new time, until this new season under heaven...

Indeed, these present days - it would be a sin not to recognize the fact that we can, as a Nation - accomplish nothing further by being divided in our hearts and in Mindanao we may find the main epicenter of this division - this fragmentation in our soul of Country. (The Visayas may feel it too, to a lesser extent - but at large, we are faced with a different set of challenges to win for ourselves that Star).

And it can all be explained by the fact that we have not done enough to draw Mindanao to the center of our Republic and address this fundamental sense of inequality that leaves so many of the least and littlest among our peoples in the shadow - apart from the light of our three stars, and away from the reach of our one sun.

To become sufficient in our Nationhood, we must in spirit - become one people - to become this, as our 1987 Constitution does not include within it, a deeper reflection on the spirit and the character of our citizenship (as it relates to the fundamental natures of our democracy and of our Republic), we must come to a deeper REALIZATION in ourselves of the spirit and character of our citizenship - one with another.

AND we are, as a Nation, the most sufficient when we do our utmost for God and Country - when we seek the good, know the good, and do the good - and to be citizens not unlike each other in this way.

None of us is a Filipino citizen unless one accepts this basic equality - to do unto each other - equal Justice before God - through our one Republic undertaking of Country - and to fear no evil - by virtue of a common civic spirit.

This common civic spirit binds us deeper than blood ties and liberates us from tribal limitations that we may - as citizens of creation - come to know greater freedoms.

These bonds of citizenship are what makes us a cohesive democratic society - it is this fundamental equality as citizens that allow us to endure and in freedom prevail.

BUT what make us truly a Republic is the constancy with which we learn to freely and humanly live out this sufficiency to allow us - with every cycle of our generations - to ascend the way of our Maturity and obtain from the Truth its fullness - in the all of us - for the All of us.

Those three stars on Old Defiant represent to us - our being - as a Nation, and its relationship to our sun represents - our becoming - in our Republic.

Before God - at every time and place, all Filipinos true to our Memory profess this as truth - that before the LORD and the assembly of the Nations before God in Eternity - we receive freely in our souls - this being - and - this becoming - as citizens not unlike to each other.

AND our sun is the symbol of the unconquerable Dream of freedom (in God and through God's Country) within which every single Filipino dream of happiness is to be forever possessed in its golden pursuit.

This is our basic equality as citizens before God and its fundamental activity is - to seek to be good, to know to be good and to do what is good - to proceed from Benignity to establish - a dominion of Justice upon our souls - and the rule of Law upon our soil - and the realms of Sacred Life preserve upon this Earth - and to make it all "very good" before the LORD - and on each other's behalf - through His Peace - and in Good will of our common humanity - forever as Nations - of the one Family of the Nations of the Children of Mankind.

The Nine Common Human Needs: Thirst in the Nation

As blood is thicker than water and as water runs deeper than blood -
Hunger in Man weighs more heavily upon his soul than his Thirst
but Thirst in Man runs deeper in his soul than does his Hunger -
and can kill him more quickly than his Hunger ever can.



The thirst in Man is deeper than our hunger. 

Yet this thirst is also material in its form.

The need to quench the thirst
in the corporeal body in Man
is a reflection of the state
- of the human soul -
arid, parched, 
barren as a desert wilderness -
devoid of life and 
desolate of the waters 
of living life. 

For there is an absence in the soul of Man,
- a principal consequence of our Exile -
the sin of our separation from God.

This drive in Man is the result
of our very human quenching for God
that is manifest in the whole of our being
as thirst - and is the most profoundly human
of all the nine common needs.

It is an evil Man did not intend 
and exists to remind us
of our common need of the Truth
and the constancy of the living waters 
that flow from Its Hidden 
Abundance.

For we are in our hearts, 
its tributaries in time and throughout - 
called in common to fill the desolation of the Void,
expanding it - and filling it with the waters of living life
unto the completion of the purposes of God - for this universe
and - for time itself as we know it.

When we look
at the universe and into our souls,
thirst reminds us of our need of the Truth -
to quench the absence in our hearts
and fill our loneliness with togetherness
and satiate with God, the human quenching
for the everlasting waters that quenches with life
the deepest and most profound quenching in ourselves
and the purposes for which we exist -
alive to the Alive.

Man's thirst left unanswered and unrecognized
leaves him diminished in his humanity
and leaves him weak of spirit and of will
and this lack of concentration of the human spirit 
- leaves the national communities of Mankind restless -
vulnerable to stir with the stirring of the spirit of War
and the consuming flames that seek to endanger
with swift and terrible destruction 
what parched and dry timbers yet remain standing fast
in the national communities of Mankind.

The fruit of this Vision 
in the reality of the Nation is 
Water Access and Management.

The Nine Common Human Needs: Hunger in the Nation



The hunger in Man is material. 

It is a condition of our Exile
and the most basic of all human needs.

The need to sustain the corporeal body
with the life of the earth - drive the hunger in Man
who takes so he can eat - and eats so he can live -
and lives so he can master his hunger.

It is - in itself - not evil.

And finds efficacious remedy
in the salutary nature of human labor
and the work of the Earth 
commanded by God 
of all Nations.

However,
hunger in the Nation,
when taken for granted 
may become for Man,
a source of material poverty
and exist as a social evil
contrary to the growth and development
of the human community.

This denial of hunger
(in all its forms, from slight to serious)
when in our own midst - feeds unto itself -
and give rise to the various social sins -
that worketh to prevent in the Nation,
the material prosperity necessary
to sustain and foster - even in our midst -
the individual human development
of our common Citizenry.

Material wealth - in any Nation -
is always a result of a people's
spiritual strength.

For there are two forms of poverty in Man;
the first one is physical and the other one is spiritual -
the former is always preceded by the latter.

When the condition is that the spiritual needs 
required to alleviate material poverty is present in the people -
then this kind of poverty is the physical kind.

And this is remedied by the work of the earth.

We are then,
by and with our connections
- with and among ourselves -
in God through our Nation,
prospered by our citizenship 
and material prosperity becomes for us naturally,
as an occurrence of our need to master
the hunger in each ourselves.

But when the same physical poverty is likewise
the result of ignorance or corruption of the spiritual needs 
required to address hunger, as the most basic of human needs,
and the soul of the Nation is dim and weak,
this kind of poverty is the organic kind
and dwells with the life
of the people.

If the Republic - were to mount a defense -
against Poverty in the Nation, it would be undertaken
specifically against this aforementioned kind of poverty
as a means to obtain for Social Justice in the Nation
a better expression of the Equality of our peoples.

The fruit of this Vision 
in the reality of the Nation 
is Food Security.

Thoughts on the Legislative System

Our Congress
may be likened to two lungs
- the Senate and the House of Representatives -
they both feature one function -
Respiration.

Now, as it were - in this metaphor,
each one whole act - of - each one whole lung
is the action of one system -
the Legislative.



IF within each lung
there were divisions that make it functionally stronger
then that is just a natural part of its physiology -
for these divisions assist and facilitate
in the efficient delivery of its vital function:
The meticulous crafting and maintenance
- in behalf of the National whole -
of a living system of law.

BUT if within either lung,
those divisions were to cause either one to weaken and fail -
shall the body ask which lung is giving it such distress?

Indeed,
within the Legislative System itself
- shall either lung - whether the Senate or the House -
reply to the organism, the one Republic of the one Filipino Nation
   (on whose a priori existence its own existence manifestly requires
   and unto whose well-being and safety, it is - as a whole - subordinated
   both in sovereign function - as well as - in sovereign authority),
"only a fraction of either one of us did it"?

NO, because in the first instance, the System itself - as a whole -
is directly answerable to both itself - and - the greater body of the people:
"The we forever" that this Congress exists to singularly serve
and on whose constant behalf must therefore,
diligently and sincerely maintain itself
ever toward that specific purpose
of popular service.

FOR however small the tumor
- just as much as the successful function of the System rely on its parts -
any failure of its parts to deliver is also a failure of the System entire.

This is (and should be)
the beginning and end of the measure
by which all the generations of the people
shall remember and acclaim - our Congress -
in its sessions and throughout its seasons, a Congress:
Never so by its parts but - always and ultimately -
according to its assemblies in their wholes.

Because for richer or poorer, in ill-health and in well times -
all elements that belong to the functions of the wholes within a Republic
are wed to the Systems unto which they serve
as parts to a synergy of wholes.

This is why,
in the way of understanding
our own particular Republic undertaking of Country,
one should never treat the Systems (and its Symbols) that comprise it - like its parts -
withholding one's convictions from bitterness and despair - for our own good,
and to reserve in thy civic spirit - a sacred space of patriotic belief -
where one may always seek to return to with honor.

And so
- in the case of this particular meditation -
one may likewise only exhort the legislative Offices
distinctly as their separate Houses - and/or - at their highest Collegial level,
exhort either august bodies to function FULLY together as a Congress -
and move independently of the stultifying spells of the politics
that this Republic may - even at sundry times obtain
from the persons of each their politicians.

NOW
it is normal in the realm of politics to exist in opposition.
Therefore, Opposition parties do not choose to become Opposition parties
but are placed into their position by normal legislative circumstances prevailing in their day
and therefore DO have to perform a function
in particular with their specific calling
from within Congress.

Opposition parties
must oppose the intended legislative priorities of the Majority.
And this it does in order to give them pause - and - to remind them of the Opposition
or the Minority view that only by a twist of Providence, a circumstance of the Divine Wisdom,
the Majority could always have been - and could be - IF the Majority view fails
in their function to maintain the health of each lung, as it were - and coalesce
behind themselves the vital breath that bring new life to the living law.

The Minority view principally represents
the voice of the very, very fine smallness of random chance,
the nature of which the Legislative Body - as a whole -
must always be aware of - and - ever so be made to be aware of
for the System unto which they all as fellow legislators equally serve unto
once willingly given over to the realms of fate and of blind chance
- instead of being dedicated to the challenge of it -
loses control of itself completely and abruptly.

And so the Opposition must not be necessarily adversarial in nature
and should exist not to merely oppose but to "be in opposition" -
ever faithful to the Congressional whole - and - loyal to the Republic whole.
For the Minority in being aware of itself, lends its certain strength
to the Majority - and keeps the whole system sober
and functionally aware that it is.

Because in the end, within the embrace of our National peace,
everybody profits from knowing everybody belongs - to make things so -
and that politics and politicians - in and by their being, are transient by nature -
and this - their persons must always remember - that it is - and - that they are -
AND so realize that the ultimate vocation of all persons who in their souls
profess to belong to this one Republic whole - belongs -
to the right exercise of a common citizenship.

And that sometimes,
one has to be on the right side,
and lose - and carry on.

Unity in Zamboanga



Our Muslim brothers and sisters are truly brave, I understand their heart - their commitment to their Faith is without question to me.

But I still fail to fully comprehend the logic behind the incident at Zamboanga City. 

All the sons and daughters of our one Republic, most especially those who serve as first responders to her sovereign defense, civil as well as military - who are rightful stewards of the arms that preserve our peace, internal as well as external, are also just as courageous - who would dare waste them?

I have initially thought, very early on, that the individual persons who chose to involve themselves with the MNLF contingent inspired by Nur Misuari and led by his lieutenants into Zamboanga were somehow duped by forces larger than themselves - into committing an obviously destabilizing act, in the midst of a decisive moment, against our national community in that City. Until now, I am reserving reasonable doubt that Nur himself is a victim.

I respect their Islam that much, and much more, I respect their commitment to the process that shall regain for all of us together the blessings of Providence in a Nation that is one and at-peace with itself before God - for the LORD is not served by our division - I respect our citizenship.

Our citizenship together is a quality that no Man inspired in our hearts as truth in our souls.

For the LORD is not served by division in the heart of Man - there is a purpose and order to our Nations, and it is not to destroy the purpose and order to our Nations. For without it, the Commandment to build up the (Inhabited) Earth can not be duly fulfilled.

War is not a choice we as citizens can make - ever. It shall always be a choice - as ancient as our roots - imposed upon our Nations - and we shall again and again break ourselves against this reality until "we" are no more.

Or learn from the lessons of this war that have among us wrought so much death and grief - and place greater and greater value on peace - a peace that we, as a people, have never known for generations and a peace therefore, that we have to work together to re-discover in and among ourselves; this peace whose vision we must painstakingly discern from the blanketing Night like it is to collect many a delicate ray of starlight (and become cognizant again of the fragility and smallness of our noblest human hopes).

A peace that, if allowed in love to grow as truth from each our hearts, shall restore true sanity in the Soul of our nationhood (citizenship), true strength to our national communities (sovereignty), and true vision to our Republic undertaking of Country (victory).

A peace whose fruits we so desperately need - now, today.

This is why no victory can be declared in Zamboanga City. The word "victory" is an inappropriate word to use to describe conclusively the unfolding aftermath of what had recently occurred in Zamboanga City.

It was an outbreak of violence, unhappy and unwanted, that came in the night like a thief against the peace of a household.

It is a struggle must be framed in the context a much larger contest - in a scale that must always exceed the encapsulating darkness of the Night that makes it difficult for some of us to perceive and understand the spirit of the Beast against which we all must - as citizens alike - strive to overcome.

For we can not defeat "the enemy" in this particular fight, but we can win back ourselves by a restoration of a vision of the Peace which have always - always - belonged to our Nation.

In a sense, our victory here - taken in an absolute sense - as all victories must - is not against the reality of "an enemy" - though indeed, there really does exists, enemies who arise as evil in men.

Where the fight is within ourselves - the real battle that must be forever won is against ignorance of the reality of ourselves as ourselves - for the one peace our nationhood is the timeless rock against which the temporal tides of the wiles of war shall utterly break and exhaust itself against - until the Day of the LORD banish War forever.

Not the other way around.

Zamboanga will be restored into full health and helped back along the way of our Republic Vision by her sister Cities in the Republic - for our Cities take care of their own!

In their Provinces embraced and in their Regions sheltered, the labor of City building never ends...

"You do not just build a City - you envision it!

Therefore, a city is never built, never!

You do not manage its problems, you manage its wealth...
and the problems that must come later... are managed by it.

Else, you will find yourself overrun by the minutiae of daily things
and become too earth-bound to continue on freely dreaming
the unfolding vision of your most beautiful City!"

Led and directed by our servant leaders in the Responsible State and embraced by the unfailing love and support of all Filipinos - our Nation too is a becoming in time.

Because this Building up of the (Unknown) Earth - the taming, the channeling, the conservation, the preservation, and the ultimate transformation of our exile darkness back into our original heritage of Life and of Light, is the highest calling to which our particular belonging together - as a people of the Peace - was commissioned by God (at the East Gate of faded Eden).

While the Nation exists, there is always hope for Zamboanga, for Mindanao, and for all our Lands and Seas and all the living life contained herein - received in common trust by our generations (as well as any prevailing region of local but definitely transient systems that belong to the greater, more dynamic realms of Air, and of Space - that is the common trust of all Nations) - in each our individualities, families, and tribes - as citizens to each other.

(Our ASEAN has an automatic commonality in Air and Space - a prepared place for regional unity from which we, as sovereign Nations, can learn to grow in greater trust and human cooperation; a special space in our spirit that we can as a regional belonging of Nations utilize not to erase our boundaries of Earth and Sea but to transcend them when we meet to prevail in our will as a sovereign Region in our Asia. This is also why the concept of a regional Air Superiority Squadron - the SEA Tigers - in my own opinion, is a feasible idea - Europe has the Eurofighter project, why not we?)

ALL of these, and more is being prevented by those who wish to see us mired forever in the weakness of war and the poverty of this exile darkness!

The guilty must answer to our Justice for what happened in fair Zamboanga City - but the nature of the fight must never be lost to us - for as evil flee where none pursueth -

war is banished where peace is cherished.

via con Dios, to our brave policemen - this war was imposed upon our peace, now that we are engaged in a constructive process to restore our peace over war, it is being imposed again over our hopes... shall we let it? I don't think so.

Yes, a thousand times over... I share in this timeless moment of love and offer it as praise to the glory and the goodness of God to all our brave and intrepid OFW's who work away from home so we could all have a home... mabuhay po kayong lahat at patuloy na manalig sa diwa nang ating pagkabansa.

Don't we all deserve a better place to call our own home (away from Home)? I think so too.

Salutation #165

This picture unnerves me...

It is however, the unseen reality that lives underneath our visible, external reality... one that can bubble up any time, any where.

Let us think about this when we sit down to meditate about realistic disarmament for our nations...

A safer world (in our times) is not a world without weapons but a world with lesser fear of them. (Fear of weapons generate more weapons, while ignorance of them encourages more war.)

Therefore, disarmament - nuclear disarmament above all - is (ultimately) a Justice issue (as opposed to political) and one that is planetary in scope.



(Peace and Disarmament)

PEACE
is directly related to disarmament
only to the degree that the spirit of War is banished
from the souls of our nations (in plural form).

Disarmament leads to strength
but only to the degree that peace is understood
and accepted by the many, and therefore, by the all.

Disarmament by itself,
without a vision of a clear destiny
is - of itself - unsure.

   (Defense and disarmament
   are not opposed but are [qualitatively] consonant
   to each other.

   Therefore,
   a disarmament that is unsure
   is also consequently an action that is unsafe.)

It only seems to lead us to weakness,
and this weakness is a symptom of a sickness
that no nation wants but - in truth -
all nations need.

Bangsamoro: A Dialogue of Unity

This does not mean the way ahead shall be easier for our nation, my brothers and sisters of the Promise, but it does mean we shall now have more of our own strength to overcome the difficulties that lie ahead of our peoples. Our unity does not make the straight path easier, it makes the journey safer... for all Filipinos.

For today we have resolved to walk the way of our nationhood - together this time - in the shelter of peace than in the shadow of war.



"Bangsamoro" shall be the dialogue of unity we shall now have with our Muslim brothers and sisters of the Promise within our one nation. It shall be a continuing dialogue - political, economic, cultural, and spiritual - but most of all, it shall be national. For within it we shall now endeavor to speak with one voice.

Within and between the nations there exists this vital dialogue (mostly invisible) composed of thought, time, discernment, and will - flowing like a river of whose tributaries lie at the heart of each of our citizens, a river that nourishes everything that is built and grows in our Republic. The freer the flow of this river, the mightier the reality of our peace together, the better our peace, the greater our prosperity - spiritual as well as material. 

(Material riches by themselves alone bring only misery and to claim to be spiritually rich without economic prosperity is a lie. To be truly rich, my nation, is to be rich indeed - in spirit and in time.)

Let us remember this, my brothers and sisters of the Promise - we who are raised from the diversity of the earth and joined by Providence Divine into one heart, one labor, one destiny:

We are a free people and so must continually exercise this liberty in order to temper it and make it strong, being very much aware of its costs and its inestimable value to the life of our Republic undertaking of Country.

Let us know that if we shall now choose to begin speaking with and to each other as citizens and human beings equally engaged in building a shelter of Country worthy of our common peace together as Filipinos...

If we shall now choose to become more than the words and become the essence of the nationhood inside of ourselves...

If we shall now choose to secede from the rule of War that have for so long denied from our generations (and from our world) the blessings of our own nationhood and enter into this new conversation of peace and national unity and human good will - together this time - we reclaim the hopes of the past...

And it shall serve us well, my people, for we too shall have been reclaimed by their memory. What we have lost in those terrible years of internecine conflict before this time would not have been in vain.

For we would have begun through this conversation to come alive to their enduring legacy.

No one falls back to the earth without uttering this one hope in the heart - a hope for better days, a hope for brighter times, a hope for kinder tomorrows... a hope for peace. Shall we, as a nation before God, abandon the remembrance of our dead to feed the hunger of War?

My people, my beloved people, the new age opens itself up only to those who are willing to enter into its embrace - my brothers and sisters of the Promise, and this - this seminal peace - is the way for our nation to enter into the new age.

Go and look at the darkness that we leave behind us - the depth and terribleness of it - and let us each ask ourselves today if there is any other way.

Let us reflect upon those tomorrows we, the people, commonly dream of - a future that is our right and our destiny - and let us seize the moment. Let us gather unto the gathering of our nation and heed the call of our peace - today is the day and now is the favorable season.

Let us allow ourselves to be joined together as one Country - being distinct in each person, family, and tribe, but never again distant in spirit - let us entrust ourselves to each other as citizens under the vigilance of Almighty God - let us work for this one outcome - that of unity - together this time

For our enduring compact is one of unity - in this compact we shall entrust to each other our everlasting good being called by Providence into one nation forever.

I have printed a copy of the Framework Agreement and shall be with you in prayer as well as in the labor to complete a comprehensive agreement by the end of this year, 2012.

Indeed, we have much work to do but I can see now that no longer - after this year - shall it be a labor of bitterest tears but a labor of hope.

My heartfelt thanks goes to the negotiating teams from the GPH and the MILF, the MNLF, and above all OPAPP and the Office of the President, as well as the tireless efforts of those nations - especially Malaysia - who have offered us the third element necessary in all peace processes - that of Peacemaker; a conqueror of heights.

May we all be blessed, may all be blessed by all - mabuhay po ang Bangsamoro at mabuhay po ang Pilipinas nating lahat: Shalom. Salaam. Peace - God bless us all.

(From Star to Star, One Whole Sky)

According to how
a constellation is recognized
upon the sky
are our nations seen
upon the earth.

First
by its primary stars
- our own first magnitudes.

Indeed,
leadership matters,
the brightness
or the dimness of it.

According
to our first magnitudes,
we are enlightened, empowered,
and further led to the unfailing brightness
of the fullness of our timeless remembrance
as a people upon this earth.

According
to our national leadership,
we are led to our own completeness
without losing either
freedom or common humanity
ever as those individual stars above -
each of us sufficient for being
ourselves as ourselves
and from least to greatest.

By our completeness,
our nation becomes a sovereign whole
and power then emanates from this one whole -
the power to awaken the Republic vision,
the power to preserve and advance the peace,
the power to realize the national destiny
for all Filipinos
and for all nations.

Salutation #101

Think about our national identity
- our being Filipino -
(being the quality of our being citizens to each other)
meditate deeply on how other nations perceive us
and how we perceive ourselves as a nation among nations
does it not suffer the pain of these divisions?

War is the bane of all nations.


(Divided in our Lands, Divided in our Soul)

My fellow Filipinos -
a nation divided on the outside
is a nation divided on the inside.

This conflict among Filipinos
is more internal than we might
want to allow ourselves to think.

The spirit of War
stultifies our very thinking,
our common identity is confused by it,
it obscures our Republic vision
and worse of all,
the concentrated spirit of our nationhood
is severely weakened by it

We are only a shadow
of our potential
divided in our lands
and therefore,
divided in our soul.

Numerous are the challenges
of this new age, my beloved people,
and we shall never be met enough
to meet and overcome these
- unless -
we are one.

Truly,
there is no other time
in our history as a nation
that we are in need of peace
than today...

Herein lies the problem -
we, the people, become complacent

We have a need to look out into the horizons.
Upon the high mountain peaks of our ascent into completion.
We have to become familiar with our own undertaking of Country.
That we may hope to avoid future catastrophe.

We have to find the peace of our belongings together.
And ascend the mount with the sheltering wings of peace.
From hope to hope and strength to strength.
Until we have pierced the unconsciousness of our native skies.
From truth to truth and love to love.
Until darkness has waned.
And the night has fled our souls forever.

The peace process might seem
like an insurmountable mountain,
looming impossibly ahead...
but I tell you, my people -

This is but a small hill that
- once conquered -
shall only broaden our horizons -
for we are a nation, my people!

We were meant to conquer not just hills
but mountains - mountains true,
and much higher than these,
mountains towering and majestic!

My brothers and sisters of the Promise,
we were joined together from Eternity
- to prevail against heights -
not to tower above one another
- as War would have it -
but to know the greatness
of our togetherness.

The National Peace


Hi there!

You know as well as I do that I am (as well as you are) fully committed to the peace of our Philippines.

Now then, my brothers and sisters of the Promise, restoring the native peace of our beloved Country is not just about fighting and negotiations.

Though we hear so much about it in the news, the peace that we speak about here - when we talk about peace - is much, much more than that...

You'd be surprised.

The peace we desire does not require every one of us to possess a soldier's heart and acquire a warrior's skill.

Winning the peace for our Philippines does not require every one of us to become involved in politics or any of those high-level, hush-hush things that seem beyond the power and scope of the everyday, ordinary Filipino on the ground.

99% of us are not directly involved in the peace process. We are the other 99. This is so since, the political peace is distinct from the national peace.

So let me be clear on this - peace is essentially all about relationships.

To impress upon the nation, our conviction of the right things, as ordinary citizens, we must each understand in the broadest sense that our civic peace is all about loving and caring - all things and all persons both great and small - as well as each those places in time and their associated memories - families, friends, compatriots - least to great - which is everything that connects us together across our generations in one timeless, seamless remembrance.

Remember when I told you that a Filipino is a kind of love and this love binds us together into one nation? Well, its true. Its not just a romantic myth, its a basic fact of our national life.

Truly, we are to love our our own and others like our own...

So from today, we're also going to talk about love... (And I might even begin a new series of open salutations just about love - love in all its wondrous forms - from the romantic to the practical, from the sweet to the bitter but necessary kind - especially that love which must be between Man and Woman.)

Would you be a fool and feign affection when there is none?

For love is like a song that must be heard!

When love sings, there is harmony and it knits every word.
When there is no love, there are only words and no rhyme.

When a fool sings, it is without meaning.

In the midst of the din and the haste
of thy everyday living, let thy beloved know -
with words but especially without, sing her a song.

Let thy beloved know of thy love -
let the whole world hear of thy sweet, sweet melody
and everything will soon fall quiet as your hearts begin to sing...

Am I not only a reflection of the love I offer?
