Corruption is not inspiration.
Corruption is trouble and ruin.

Do not give in to corruption!

If you can't vote or if you feel disinclined to vote,
for any reason you may think compels you, abstain. 

Reserve your vote.

Vote only when you are convinced of the power of the vote.

A single vote might seem to you insignificant
and should tomorrow you came to believe this true, Citizen,
then tomorrow our democracy too might perish.

Consider the reliance of the stars,
how entire stars rely on the action of their most fundamental elements
to complete their life cycles.

Can we not shine bright as those stars, Citizen,
through the Three Foundation Stars of our Country?

Therefore,
whoever one may choose to elect by way of the ballot,
understand that when we, the people, vote...

When shall the future be...

When shall the future be... 



















Corruption we can never banish entirely - we have to take man as he is. 

Our society ought not suffer its evils easily though. 

We should work to gain from these trying times, a vital tempering that shall steel our will of community. That corruption never again openly threaten our common labor of Country. 

The Filipino dream of freedom belong to all Filipinos. 

We will always behold this dream as if it were a future far away if our nation remains shackled by the many fears that hold us back. Our future is near as tomorrow once the Filipino can dream again. 

We should not fear to break out of old molds of thinking. We should not become comfortable with all too familiar pains. The ghosts of past things shall seem terrible to us indeed if we shall harden our hearts...

Nations have a right to be - forever. Therefore, every Country in our present world, properly established, expressed, and brought to fore in time, has a right to succeed. We must own what is ours.

We want better things for our nation. All things that better a nation ought always to last. If a thing is not such and after a while perishes, shall we call it a gain of happiness? Or a betrayal of it? 

Wealth to our community is enrichment - good and wholesome to the total being of man. Corruption and its propensity to multiply its sins against community is never a means to achieve such a wealth. Evil foundations shall never stand the test. Time itself shall pull its worthless idols down from this world. 

What we must dream and labor together to possess is the kind of riches that promises to profit our souls a happiness that is invincible. Material wealth yes. Most certainly! But the gain of its honorable pursuit as well. 

By the gain of virtues multiplied, the pursuit itself becomes a blessing unto every life's learning. We enable our citizens to become masters of their temporal possessions and therefore, captains of our national fortunes. 

Wages and salaries, benefits and allowances - everything that adds to every citizen's ability to move and to be - these are not survival options but economic necessities. 

It should not be such a hard decision to make - to increase the economic potential of the Filipino - IF the wealth we as a nation possess were to be established on the building up of good and abundant things that make our Country in the sight of Providence very good. 

But wealth born of the wrong things curse. It is naught but dust and earth in the end and shall leave for our generations nothing but bitterness and grief.

Our connections are human and valuable. Peace is the source of the national wealth.

Our citizenship in this Republic draws its sovereign reality from the strength of our connections with each other. How we esteem this sacred trust and how we honor our citizenship is one and the same duty. 

Betrayal of the public trust usually arises either indirectly through ignorance or directly through malice wrought against the sacred trust of our people. 

Simply put, our civic allegiances we profess to each other under God - through the Flag that rally our spirit unto the liberating work of our Country. 

From this we are emboldened and stand to gain much fortune. 

For the gaining of the earth for man is the original intention of our coming together as a nation. Before the fall it was, after exile it still is.

Thoughts on the Philippine Constitution 2

Nation is sovereign Foundation.
State is sovereign Expression.
Country is sovereign Motion.

Our Constitution being the rule of the Filipino people, the ideals and consequent provisions derived therefrom must be responsible in particular to the question of power.

How sovereign authority is to be utilized to serve the Nation through the Republic within a Philippine democracy are its principles.

These principles serve the Constitutional vision and are the principles of national power.

National power and its structures are Constitutional accommodations - exclusively.

Therefore -

National power must be aligned with Constitutional authority - always.

National power must be made to serve the people - always.

Justice serves the State not because the State is perfect but because the State is flawed and human from the very beginning. This is why the symbol of a Republic is a shield.

And it's wings are sheltering wings.

All Country are zealous for their peoples. But the most zealous of all, as far as our experience may tell, are Republics. This presents us with dangers and advantages unique to our form.

And the most severe, as far as the question of rule is concerned, is the subject of how power is to be preserved, accommodated, and duly exercised in and through the Republic form.

Whatever advantages of permanence lost to us shall linger long after the flames from which all Republics are born have become transformed into the light that warms us, ever guides us, and bids us to carry on marching forward.

Continuity, Concordance, Concentration, Coherence - which Monarchical States, though differing in each their accommodations, reserve to each themselves in a way original to their form, we must in a Republic consistently address as though they were in danger.

This is cost of our Liberty, an eternal vigilance.

Because if we do not properly address these matters - whenever we must, our own zeal will consume us. Toxic power will poison our labor of Country.

In a democracy, we are all responsible for each other's good. The rights we enjoy demand it.

If we as a people falter in our vigilance, if we lose our civic sense and cause this public's trust to fail, what trustworthy fruit shall we reap from this Republic then?

Sovereignty is an emanation of the popular will of the Philippine nation - the people - as our whole in general, but specifically, especially where politics are concerned, in our present form and favor.

How our Republic builds is enabled by how the Philippine State establishes itself in power.

Let us always be reminded that - power without authority is toxic to the State. That power must always align with Constitutional authority - for our own sake. Power itself in a Republic does not necessarily corrupt. A lingering sense of popular powerlessness does - and will.

Tyrants and tyranny are not just of people. They have a powerful social manifestation. Betrayal of the public trust is a betrayal of national power.

Corruption is born of political ambition first. It is never a thing that arises from origins purely civic in nature. But will consume with desire what is civic and make it all political.

A purely political State will appear obscure even to itself. Civics and politics must always agree on a balance. It is a tension, not born of evil fears, but of zeal for the good - a vigilant trust.

Power corrupts. Absolute power corrupts absolutely, so the saying goes.

And since we have to take the human being as we are, we have to also take our society as it is - there will always be a degree of corruption in an otherwise healthy Republic, but when the common cold is enough to kill us off, that is another matter altogether... Something, somewhere is not in order...

Politics serve. We must demystify the political culture of our Republic and make it clear. Public service is a calling to serve. It is not an ambition to power but nonetheless remains a reward unto itself.

For all consequent successes of the State begins and ends with its most faithful servants - along with its prestige and its rewards.

There is a better way to for the Filipino to prosper, a much surer way. Indeed, if only we can get Country right, it shall be very well for all of us - rich or poor, man or woman, young or young-once.

The popular ambition is a meaningful happiness born in pursuit of freedoms reachable, reasonable, and real; emanating from a Liberty that shines out as a light, to enlighten our nation, nourish the souls of our citizenry, and embrace with a sheltering warmth, the life of the many communities that live within our one Republic whole.

Happiness is different for each person.

However, it is always a consistent theme among all States. How happy it is to be happy - and be whole; one, clear blue Sky in an eternal, golden Summer. War will not purchase for us these things. Therefore, wherever war may seek to present itself, war must be met and withstood. By our peace.

And with all our means.



My fellow Filipinos, brothers and sisters of the promise -

The peace process is a litmus test for this one Filipino nation. I have long carried this message of peace and have consistently conveyed it through my writing.

If by 2020 we are still a split people, it might become less and less likely that we will reach our goal by 2046, and we will fall short.

Hopelessness in all our national communities along with all its attendant paralysis is what we must address: Stagnation, retardation, and impotency in the national life.

National power must be made to serve the vision of our Constitution and build for our people something more worthy of our labors together as one Country.

Hunger in the nation should be one of the first on the list of things we should seek to efficiently channel our national power onto and effectively address.

If we take us for what we are, we know it may not be a thing we can do in haste, or an accomplishment we may claim by our disparate parts.

This nation must prosper the peace, prosper the people - together this time.

Salutation #199

The right to rule is a sovereign authority.

The right of rulers to reign among the nations is an expression of the authority of their rule.

The rule of kings, queens, presidents, prime ministers, and all chiefs appointed among all the human peoples scattered across all the lands of the earth is a power to govern the nations of mankind.

The right to rule is a sovereign in authority because it is a Divine authority. Every rule sufficient to govern the nations must itself be invested in an authority which is sovereign.

Rule and the authority to rule is sovereign only when they are one and the same.

Only the LORD,
the one Sovereign of all nations
possesses in perfection forever 
both Sovereign Rule
and Sovereign Authority.

(The Flaw of Human Government)

The rule of human government is sovereign only in authority inasmuch as the lawful rulers of mankind recognizes in the one Sovereign of all nations, the Source of their rule and its authority.

That their reign may be as wise and as faithful as their rule is just and humble.

No human ruler, from their every time and place, true to his or her appointment may lay claim to a perfect rule. Whatever form of election there may be in them, whether eternal or popular, all human government regardless of their particulars must share the burden of this reality.

All forms of human government is intrinsically flawed from the very beginning.

Henry David Thoreau wrote in pondering about human government:

"Government that governs least governs best".

Because government that governs best governs not at all.

The flaw of human government is that it exists. And it exists because it is necessary to exist.

The flaw of human government is that it is human. And that government must exist among the nations is the question the State must address, each in its behalf, and according to its own particulars.

The cause of the State is the flaw in human government. The purpose of the State is to address the question of rule. All States thus, are flawed. But the most flawed of States exists only to rule without question.

The cause of the State seeks the State to be just. The purpose of the State causes it to come to a knowledge of its own virtue.

Vigilant Trust. Faithful Authority. Faithful Rule.

Rule is the fundamental language of States.

No State emerges in time and upon our world fully armed and fully mature. As thus, the State is ever an incomplete expression of sovereign authority, to be expressed faithfully - in every generation, in every nation. The State is answerable to its question, and exists to be interpreted - the cause of politics.

Politics is neither the cause of the State nor its purpose. It is and shall continue to be while time is time, an accident of the State.

When necessary to the well-being of the State, effective politics provides for moments of necessary sufficiency within the State which through the auspices of human government creates betterment in the souls Providence has peopled in the nation and fulfills the power of human government upon the earth. Politics that is unnecessary and extraneous to the State serves it not by need of its accident but by its own independent design.

There is no good or bad politics, only effective politics. It is the art of the real.

The politics of the State is not flawed in and of itself alone. It is the science of human government.

Politics however, inherits the flaw of artless leadership in the government of the State. Where the flaw of human government is only human. Flawed politics is not. It is less than.

Politics is never apart from its reality integral to the common good of the State. Whenever and where ever it is meaningfully expressed to its nation, it is faithfully expressed as a service to Country. In the government of the State, it comprehends duty. In the communities of the people, it comprehends honor. It is never beyond its science, and is never away from its art. What it loves forever is to make our society better than ourselves.

A good politician is skilled in effective politics. More than that, he or she is a civil servant with a genuine heart of service to the nation; the living communities that together form the being of our peace, the very soul of our nationhood. Love of God and Country is not an obscure ideal to him or her, it is a principle he or she is able to bring right down to the very soil of our people, from up the loftiest places in his or her soul of citizenship -

as a service to the nation that gathers us all - across our generations -
unto the peace of one belonging - endowing us as a people
with a common identity, a living memory,
and a shared spiritual heritage.

An edifice of corruption arises from a culture that agrees to its monument. 

Corruption through collaboration, ignorance, or indifference will invariably permeate the climate of Country, turn our Republic Sky into another unfamiliar, unfeeling, unseeing darkness. It shall as the night invite the unhappy heralds of the Adversary of all our nations - war being the first herald, the first of four. 

Sovereignty is the being of our nationhood realized in time and in the truth.

The formless spirit of nationhood that is our timeless, changeless foundation proceeds as flowing water from generation to generation - with every present generation tasked to realize a living and a present remembrance of the national account, commanded by God, that we may bring constancy and form to our citizenship, and make sovereign the presence of our labor Country upon the world we must as nations rebuild together with freedoms anew... ever as nations dreaming together this time.

Where this realization is weak, citizenship loses its potency. It becomes a corruption of itself. It becomes a malignancy that shall lessen what is sovereign and true in ourselves, and bring unto the bones of our people a weakness that prevents not as our laws prevent (to make a necessary social passage for all of us safe and straight) but only prevents to block our strength from rising from its very marrow.

As thus, a bad politician is the corruption of all the things a good politician is. He is a victim first, a coward later, and a criminal last.

Evil has its own gravity, as war does. Evil intent where all other choices are taken away soon become relative to our Liberty, and the freedoms we must keep absolute lose their sacred value.

Soon enough the rights we keep equal unto all men and women before God through Country shall lose their responsible power to shelter in safety the principal foundations of our democracy.

Liberty that is dim is also narrow of light and short of sight. But it is a fullness and a vision that has ever been ours from the very beginning; perfect freedom reborn forever from a Liberty that is perfect. 

The further away the rot of corruption takes us from what is common to all our good, least to great, the less and less we become in love with our journey of return to an Eden rebuilt as nations in exile. 

The less and less we understand a clearer vision of those things we must behold in our love, the more difficult it shall be for us across our generations, past, present and forever, to emerge triumphant into our ages in time as Country.

But the more we hold fast to what belongs to us. The more they shall cleave, truth unto truth. And we shall experience the pull of another gravity, an ascendant brightness - simple and easy and light. 

Remembrance that is right does not suffer evil to enter into the living memory of the present time.

Politics is an accident of the State. Civics on the other hand, is integral to the State and its political custom.

We can not all be relating to each other politically all the time since we are neither just numbers nor abstract ideals floating around in space...

We are a real people.

Salutation #198



(The Three Branches of our Republic Government)

The Three Branches of our Republic government
works best when they stand on their own merit.

They are like expert Judokas, powerful
when they have their feet solidly under them.

They do not need the intermingling of each other's powers
to be able to fulfill their functions - within and for - this Republic.

In fact, the Three support each other best
by winning all of their fights on their own terms.

They are like a unit that way -
a unified form of popular government;
a strong and self-confident champion of
our Filipino people.

Corruption blurred the lines. 

It did so to the point
that there are claims of independence
between the Three that seem ridiculous
for being so explicitly self-serving.

The Three can not stand apart. 

At the same time,
they have to win their battles
- independently -
standing on their own strengths,
prevailing by their own lineages,
and winning through its own merits.

That way, the Republic is preserved - for the Nation;
the Nation from which we all rise at Day, and rest at Night -
till the end of time - as we know it.

The Nine Common Human Needs: A Just Society

My brother and sister Filipinos,
who are all my siblings in God and Country,
kindred to my soul through the blessing of Nationhood,
whose hearts long to dwell in the native spirit of our Peace
and whose spirits seek to mightily soar with soul of our Nation -
my word to each of you and your thoughts to mine, beloved Nation,
may all come by way of our friendship and arrive by way of the Truth
through our one common and national salutation, peace and mabuhay!

Man is an extension of his human community.



They say, my brothers and sisters, that the proposition of a just society implies the existence of an unjust foundation; that the reason for Man through his Nations to establish Justice upon his world is Injustice.

And truly, such is the case. 

Indeed, we recognize only what is good in this world because evil preceded us in our going forth - in our tribes and lineages - unto the furthest reaches of the lands of this Earth.

Evil was forever bound to this world, however. But we are not. 

Our going forth is an exile march and in our hearts, we know there is reserved, for all the children of our Mankind, a way of return to our Eden rebuilt.

There is a way that leads to the right places in time that is reserved for us.

Indeed, we expect to reach those places glimpsed by the hope that is common in all human hearts through the light of every faith precisely because we are expected to come along that way - to come along the great and inevitable circle of the totality and fullness of all human experience, unto a place where we may truly be - the promise and the life that the LORD, our God, did intend for each of us to be - before this time, before the onset of the pain and the poverty of our human exile.

How come then, if this way did indeed belongs to us, that we are met with so much trouble that at times we are completely overwhelmed along the way of our ascent? (You have to pardon my lingua franca, I mean all that is put down in this blog and I trust you to know it by now.)

Because we have to do it - as Nations dreaming together this time. We have to do it as a community that is in community with each other. We have to succeed as a world and as a family of Mankind.

Lest we forget as a Nation, Man is by first principle, a victim; that innocence is maintained until such a time as guilt is established in a court of law.

Let us look again at the proposition of a just society. There is indeed, in this world, an unjust foundation that exists and exists so that a just society may seek to know and to find itself - but it is primarily social in nature.

The most evil structures of this world are social in nature. It is their scandal that accounts for so much of the trouble we experience along the way of our ascent as Country - into our proper ages in time. And all of them are a slavery that consumes both the life of our souls and the souls of our societies.

Take corruption for example - an issue that stares our Nation in the face; and an evil that feels itself brave enough now to stand in the way of our Republic whole.

Its first principle cause is a crisis of Filipino identity.

Its effect is also a weakening of the Filipino identity.

And causes us confusion and doubt - undermines the life that lives in the society of our Nationhood and thus, propagates itself among us like a virus.

Its scandal furthers the ignorance that now infects with despair our ever deepening crisis of identity and makes that which is natural, unnatural. (For all societies must endure a never-ending search for itself to emerge, to prosper in time, and to eventually arrive unto the Truth - for hope. Despair comes only with forgetfulness, confusion, and the descent into division and the oblivion of war. In my Catholic tradition, despair is a sin against the Holy Spirit.)

We accuse each other of its evil. When the Evil in the evil itself dwells from within the accusations we often mindlessly hurl against each other. We can never rid evil by pitting it with evil. Cancer cells will never heal if we inject ourselves with more cancer cells. We have to return again to what is healthy in being Filipino.

I'm not saying here that no one is criminally complicit in the Pork Barrel scandal that set this Republic back decades. I have a fair idea of the totality of what we have lost through this sad and unwanted affair. What I'm trying to say is we are all responsible for the cure that will allow this Nation to surpass this test.

After all, are we not a just society? Because if we are not now. Then, we can never be later.

It is important to strike down the actions of those who willfully and maliciously conspire with the social evil of corruption in their desire to reap the rewards of its many sins, this is true.

In view of the above, we are a people endowed with an established system of Courts in this Republic. And this Court system exists within a greater institutionalized system of Justice in our Nation that along with our laws help us to make provision to protect the vulnerable in our communities from the evil and the scandal of social structures specifically unbecoming of our dignity and promise.

Therefore, it is just as important to also understand, that what makes us to become largely immune from the sins of corruption lies not in this Justice system alone but relies also in our capacity to resist the Evil of what is not of us - in ourselves. Our Courts may only make us safe so long as we ourselves remain convinced in the merits of our better selves and in the goodness that is worth treasuring in the life of each citizen and every one of our national communities.

Man as an extension of human community; that we as citizens are never disconnected from each other's lives - for the Sun of our Flag shines upon all, seeks to equally guide all, and expects all to to see all and to know of all - being gathered by each other in the light of its Liberty.

A just society is all we envision ourselves to be - as a Nation, as communities in one common community. And so we must constantly bring it forth not in our yesterday, not in our tomorrow - but today.

I do not have to further expound or elaborate on it. We know it and I know we know it. But let me say this, the greatest understanding of it may only be found when and where our unity is greatest.

The fruit of this Vision 
in the reality of the Nation is - 
the Maturity of Present and Living 
Human and National Remembrances.

The Phenomenon of Corruption

CORRUPTION 
in the manner with which we use it 
in the National Dialogue 
as citizens 
is usually implied to be 
a political malaise. 

Thus,
that same word
when in the forums of the Republic 
the issue of the popular will 
as regards corruption 
is - in every manner - heard,  
bears with it 
this weight of civic belief - 

that corruption 
is "political".

















And so - 

Our genuine representations in the State 
whose particular politics - must - be relied upon 
to hammer and craft a policy on this matter (of corruption)
find themselves cast on the same boat 
with the disingenuous. 

Without the public trust, 
the politics of the Republic can not work 
in the manner it is supposed to work. 

   (Because 
   the public interest 
   - is - 
   this public's interest.)

And dirty politics 
will indeed 
creep into the Republic 
to cheapen the regal mantle 
of public service - 

the public 
and the Republic 
be damned.



So what is corruption? Certainly our Nation must consider this issue as an event - for the life of our Nation is more permanent than the Phenomenon of Corruption. And this is the truth

We were not always overly anxious about corruption till it became a life threatening sickness in the Republic. 

Poverty and corruption seem to be in a death spiral because the labor of our Nation translate not or is either dissipated or ignored by the unsavory politics that - we, the people - are supposed to own (i.e. exercise a proper civic ownership) in this Nation. 

Were we not a participatory democracy, everybody should be free to exculpate political responsibility from the people (and divest popular government of all its virtue). 

AND were we not a Republic, that same "freedom" (to willfully deny the character of our citizenship its first principles) may be a right invested forever in the "citizenry".

That the politics of the free 
belong not to the free 
and the right of its freedom 
is a political exercise 
of no one.

But that is not who we are. 

The truth for this Nation and its Republic is - if corruption were indeed political (and there is nothing to be done about it), then we are all corrupt. This makes us all responsible for the Phenomenon of Corruption.

Corruption is political. Therefore, what troubles it brings to our politics is our common concern



Political freedom - is ensured -
by the right to exercise its - expression -
- responsibly, purposefully, and honorably - 
in a participatory democracy, 
as citizens equally, 
and with our representations in government, 
knowing well - we are together
across our generations - to the last -
engaged 
in a Republic undertaking. 

Political devolution that is the exercise of our national communities as LGUs makes no sense if this power of popular empowerment was intended only for those who use it in a manner that is corrupt  - politicians of this stripe neither serve, nor sow, nor build, nor burden themselves with the weak and powerless, but only seek to reap. How do we make sense of our political freedom with theirs?



There are no good or bad politicians, politics was never a vocation - in and of itself - in this Republic, only public service.

And so, who we consider as our politicians are actually our public servants, whether good or bad, especially those who - we affirm - as an Electorate - in their Executive and Legislative seats of service - who are in various ways, skilled in politics. 

Whatever platforms and initiatives these elected officials in the Republic State shall represent - receive our mandate in the elections that affirm them - because they represented the matter well - in the public forums of the Republic.

BUT of the good ones, let is also be said - that they have won their mandates - because their agendas are derived from a heart that listens to what is real in the hearts of the people - and so serve to carry them out, their politics is the art of the real - real service, real needs, real people.

So in politics, there are those who are skilled in its exercise - living with and alongside the people - and also those who believe that politics may be exercised without a heart of public service. No one is a politician like these politicians. And no politics is dirty that represent what is sovereign in the Filipino people. 

We have truly dedicated public servants serving in our midst everyday, some of them exercise in our behalf, the politics of State - to make real what in the election we have affirmed in them - as a matter of policy. 

Corruption is not a political malaise - in them.

Corruption is what grows forth in fields of County where the laborers in the Nation become scarce. 

It is not a weakness in our civic spirit, but a failure to appreciate what is true forever in our common citizenship; a failure to recognize the tares from the wheat.



Legislating corruption will seem an impossible task without apprehending how Law may serve to confine its specific manifestations in the life of our national communities. 

Where our Justice system and juridical thoughts be led to suspect that corruption is ONLY political, it shall defer the matter exclusively to the Executive and Legislative as a matter of institutional self-maintenance. 

But the truth is, corruption affects all Filipinos in a very real way, producing poverty where before there was none and despair where poverty have for so long persisted - poverty that registers as a national security concern. 

Why is Justice herself (as she is established in this Nation) not impelled to act? 

Perhaps, we need an anti-corruption law. I personally think we do.

However, with our lawmakers and leaders saddled with the enormity of the political scandal wrought by Janet Napoles, it seems there is little time for it.



Public funds forever retain a public nature. 

Citizen Napoles should have realized the aforementioned fact and her personal freedoms should have responded accordingly. 

Any Court in the Republic may convict her for the misuse of the material representation of the spirit of our coming together as a Republic - that those taxes and all such proceeds that symbolize the parity of our common fortunes as one Country and one Nation - were never hers - nor were they the possession of those who authorized their individual disbursements - for the law recognizes theft as a crime. 

But no Court save the Justice of God in both individual and collective Judgment may convict her for the omission with which she first implicated herself and caused her to willfully commit this quite epic public disappointment we now witness unfolding in the life of our Nation - a transgression against her freedoms which are those same freedoms defined by her citizenship - which is that same citizenship that we are all responsible for - upon the Liberty of Country as we know it - because as a citizen, it should have been made well known to her soul that to bear the burden of our Liberty is to share in its light

These days, pending the conclusion of the Legislative inquiry, she stands a very good chance to lose her freedom. Indeed, the freedoms that bless are not the freedoms that curse.

Personal Reflection

I feel, as I know most of us do, the enormity of the loss inflicted by billions of pesos not just in the material but also in the spiritual - for the taxes we all pay - are always - more than just their material worth. 

The permissiveness of it all confounds minds and crushes hearts. It sets us back years. And it affects lives in the millions, afflicting the Nation as a whole.

I do not hate Janet Napoles. I hate what she did but would never wish for anyone, the predicament she now finds herself irreversibly embroiled in - so full of betrayals, distrust, and seething malice. 

No amount of money in this universe is worth the value of good and simple, happy living. Wealth comes naturally to a free and happy people - AND this is who we are. 

AND this is why we are a Republic, to make it so.

My observation as regards the Legislative inquiry is first and foremost, as an aid to the work of sustaining the living law - public funds deserve better protection and this shall require the aid of Law.

To move the Nation forward with the times, we should also seek to better understand and realize - within each ourselves - the citizenship which is our heritage and the freedoms we are responsible for - because of it, that keep us free. 

Because in a way, we are each responsible for Citizen Napoles - not for what she did, but for who she failed to become.

A Nation's Prayer for Good Public Servants

Public service is a calling not an ambition.

Therefore, if the calling is present and the person freely responds and God blesses his or her decision, no one loses out - everybody wins!

So must we always pray for God to raise among our people, good public servants - shepherds after His own heart!



May God inspire in our hearts
a discerning love of the true shepherds
of the common people -

May the LORD cause us
to exhort and support them,
to recognize and to love them,
and to appoint them, wherever necessary,
in free and peaceful elections -

May the generous and good God, our Father,
deign it acceptable to enrich our national communities
with their vigilant and beneficent stewardship
in all levels and across all distinctions
within our one nation.

It is said that one only receives the love one thinks one deserves. As a nation, my people, what kind of love do and can we reasonably and realistically expect from government?

In a democratic society, these expectations matter. For these expectations of ours inadvertently shape the custom and the norms that help or hinder the rise and the success of those who are in government to serve or to be served.

Those who expect corruption when and where it suits them in the citizenry provide those who are corrupt in government a means to be corrupt.

Those who expect excellence and all manner of praiseworthy things from our public servants in the citizenry provide those who are true in our government a means to remain so.

Those who do not know what to expect will likewise reap the same uncertainty for their lukewarmness and timidity of spirit in public participation.

Liberty is an exercise, not an excuse.


Lateral responsibility precedes horizontal authority.

(Law and the Real Economy of Nations)

THERE IS a vastly distinct
- yet subtle -
difference between
an economy that is real
and one that is false.

- selah -

A real economy
is one founded on the labors
all nations ought to work -
the labor of common human needs!

It is the work
of building up the inhabited earth
which in turn sustains the life of the people
and bring together all our generations.

In a real economy
- virtue is currency -
and grace, free and divine,
an integral part
of the national economy.

It is always
- a labor of hope -
(and so, ascends to the LORD)
and is the soil upon which
every national vision
is planted.

From out of this soil,
every particular tree of Country,
ordained, endowed and commissioned by God,
grows and reaches out to heaven -
and destiny.

A false economy
is one that takes away
from the strength and the vitality
of the real economy
that ought to animate the spirit
of every nation's dreaming together.

It is not the opposite
of a real economy
but a false version of it
and one that may offer
the external appearance
of similar fruit.

(A real economy
that from all outward appearances
appear to be at 100%
may only be, in fact, at 40%
because of the 100% false economy
thriving within it.

It is never as clear cut as -
real economy = 40%
false economy = 60%
total economy = 100%

The discernment of the Responsible State,
the vigilance of all its concerned government institutions
underpinned by the skill and will of the citizenry
especially first responders in law enforcement
all have a necessary part to play -
for all these individual actions contribute
to the over-all workings
of a healthy national economy
- which in turn -
shelters the person
and promote the well-being
of all.)

All species of criminal activity
and all those activities (as a whole)
that exploit the hope of the people
and take undue advantage
of the common human needs
that ought to be entirely protected
- by the Sacred Trust -
of every nation
produces diverse structures of evil
(social in nature
and organized as far
as it is allowed
by it own host nation)
that, each in its own ill-turn,
feed into these false economies
that steal away (like a host of parasites)
the time, talents, and the treasures
of Country.

It is always a work
wrought in lies and false hopes.

It is always an endeavor
supported by vice and brute force.

And it ultimately leads the people
into emptiness and despair.

For
despite all outward appearances,
all false economies are possessed
of no vision, no promise,
and no victory.

To join with it then, is futility.

Now,
it is one of the essential functions
of Law to draw a line
- clear and straight -
between a real economy
and a false economy.

PHL in the ICC: Strengthening Asia's Posture on Justice and Human Rights


Judge Sang-Hyun Song (Republic of Korea), first Asian President of the International Criminal Court (ICC), in an article printed on the opinion/editorial page of the Daily Inquirer dated around February 28 or March 1, invited this Republic to ratify the Rome Statute (adopted in 1998 and joined by 114 nations).

I should like to voice out through this post my unwavering support of the above invitation:

This one Republic of the Filipino people should move to ratify the Rome Statute and officially join the ICC where I believe we can make a good contribution towards strengthening Asia's posture on Justice and Human Rights.

YEA. It think now is a good time.

(Too, I think it would have been better if OBL had his day at the ICC. The past is the past however and the issue of paramount concern remains a conclusive as well as a comprehensive end to this War on Terror.)

Taxation is an often misunderstood subject. Of the three elements of Country, the burden of taxation belongs to the nation.

It belongs to the people to share this burden.

Because the public funds that are being constantly replenished through the activity of taxation belong also to the people. That means us, my fellow Filipino compatriots.

It is our representative Congress that holds the purse strings of government.
It pays for all necessary government services, it builds public infrastructures, and it helps to enrich the Common Market.

It even pays for the upkeep of our laws.

The Republic government through its institutions in the executive sphere are intermediaries that facilitate and enforce the process. But the benefits of sharing the tax burden must always return to the national trust - or at least, it always should.

It is a good thing to know that the government has been busy in this regard. It was recently reported in the news that tax targets are all being met. This is good news.

Part of the work to diminish corruption in our Country is to restore our common confidence in the public trust.

If we are to reconstitute these
social contracts that keep the peace and comprise the civic order our national communities, we must as individual citizens begin by learning how to once again place our confidence in these national processes.

Taxation (which drive forward the economy of the national trust) is an unmistakable litmus test in the fight against corruption.

We can gauge it truly by its visible, natural, material results.
But it really must come from we, the people, first.

It
requires a certain sense of moral bravery and personal integrity to discharge our tax duties as citizens as well as to responsibly receive these taxes from the citizenry as public servants in the government.

It is first and foremost something that is done out of a sense of personal justice.

However, these duties are mutually safeguarded also by the laws of the Republic to preserve the interests of the common good of the people.

That other people seem wanting in this duty, whether factual or perceived, whether least or great, alone or with others, is not an excuse to fail or to fall short of the civic virtue required of our common citizenry in the sharing of the tax burden.

Or to willfully break the laws that are the foundations of our social cohesion as a nation.

Also, the personal generosity of those individuals, who out of their great patriotic sentiments, go above and beyond, and therefore, apart from what is ordinarily expected in the actual sharing of this burden of taxation must also be appreciated and the spirit of their philanthropy promoted and remembered.

For what goes above and beyond the ordinary requirements of taxation in the building of the peace of our nation belong to the realm of charity and sacred duty which
transcends the realm of civic duty and fills another vital economy - that of divine grace.

The yoke that we wear now is the yoke that this nation also shares with God. It is
the double yoke of which Jesus spoke of in the Gospels. Because the burden of the national undertaking is one that we also share with God Who everyday fights for us with and through His grace.

It should be light to those who know what particular love of Country is required by this, our common Republic effort.

We do not live anymore under the pain of a colonial yoke, nor are we anymore completely asleep and under thrall of any foreign power.

We do not live in a perfect world. However, w
e can no longer use any of these ghosts of shadows past to justify those present illusions we ourselves tend to create that we - both in the Nation and in the Responsible State - are not ultimately responsible for this Republic undertaking.

Because we are - each one of us.

The pain of all our poorest Filipinos are all too real. The simple truth is that their lives matter and matters the most because i
t shall be part and parcel of our Final Accounting as a nation.


I wish to congratulate the BIR and Commissioner Henares for their brave efforts.

Let us also remember Marcelino Yap, the BIR official who was gunned down in Antipolo last February in the line of duty. He died constituting the necessary reforms in his office to facilitate and expedite the collection process.

May justice be served here and without delay.

OBL is dead. Good.

Because human lives matter - no matter how different, no matter how similar we may be. It matters we are free.

The world changed after September 11.

All the world felt it. We didn't want it. Humanity was set back 10 years. Now the world is changed once again.

What did terrorism ever achieve?

Did it feed more hungry mouths? Did it shelter more needy families? Did it gain more for justice than it took out in war? Did it lighten the common burdens of our nations? Did it safeguard the ideals of the youth? Did it open the way for more safety and more prosperity?


OBL is dead. Good. Kudos to you, America. Kudos to JSOC and the SEALs.

Now the world is changed once again: We can now ask ourselves the question denied us 10 years ago, "what do we - those who desire peace - want?"

Because this time, its not about OBL. The tide has turned.

On September 11, everybody became one heart with the victims. They were from many nations, including mine. And the world lost 10 years worth in war seeking for justice.

Many other nations have suffered the loss of many other lives and promises in the process.

Now justice has been done, we can be one heart again and set the time forward toward peace.

Peace which is an end to this very difficult war. Peace which will bring the needed respite to our one family of nations.

When this happens, everybody wins.

And it will be 9/12/01 over again.

As a counterpoint to the death of OBL: As far as these things go, my honorable compatriots, let us always bear in mind and heart that remembrance holds its eternal vigil (here in our heart of hearts) only for the sake of those whose lives and promises now rest with their hopes entrusted to the cause of Peace and of Sacred Life (which is Country and God respectively).

No nation on earth can ever be truly and meaningfully sustained in its own soul by the evil inspiration of war criminals and mass murderers of whatever particular creed or race.

The truth tends to always break free of the limits and confines of evil inspiration.

And those of my own Christian religion knows this with an understanding of faith most especially in this season of Easter: Did not that tomb, my beloved brothers and sisters, sealed shut by an unimaginable weight of evil intention, literally explode on that first Easter morn?

Victory belongs always to real heroes, those who though vulnerable - least to great, known or known to God alone - even in the midst of great adversity remain faithful and true to their own common humanity:
